I have examined the accompanying Ordinance intituled

An Ordinance to amend further the Trading with the Enemy Ordinances,

1914 to 1916,

and I am of opinion that the Ordinance is

The object of this Ordinance is to carry out the general in-

tention, which is designed to take effect throughout the British

Empire, of putting an end in the British Empire to enemy Missions,

or Missions which (though nominally neutral) are of enemy associa-

tion, and which have been used for political propagandist purposes

against the interests of Great Britain and her Allies.

Ordinance enables the Governor to vest the property real or personal
